Stafford Schools PFI Project Signed

 

 

 

Staffordshire County Council and Total School Solutions Limited, a Norwest Holst / Pell Frischmann joint venture, have signed a PFI deal for the construction and operation of two schools in Staffordshire. Norwest Holst Construction Limited will commence building work on both sites immediately.

 

At Cooper Ferry Primary School in the village of Seighford, refurbishment of the existing premises and a new build extension will significantly enhance the children’s teaching facilities whilst retaining its village atmosphere. A new 900-place secondary school at Sir Graham Balfour High School, Stone Road, Stafford, will assist the delivery of high quality education to an increased number of students. Cooper Ferry will be completed by April 2001, whilst Sir Graham Balfour will be completed by December 2001. The capital build value of the whole project is in excess of £13 million.

 

Architectural design work is being undertaken by Horsley Huber & Associates, a local Stafford practice, with considerable experience in school design.

 

Pell Frischmann Consultants Limited will provide facilities management services to both sites throughout the 25-year concession period.

 

Total School Solutions Limited was advised by Berwin Leighton (legal), European Capital (financial) and Griffiths & Armour (insurance). The term loan facility was arranged and provided by BNP Paribas.
